Wow. I'm glad I found this thread. I had tried unsuccessfully to delete the video app from my Fire 10 just to get rid of the irritating On Deck notifications, after being unable to turn them off. I hadn't realized that On Deck was responsible for some of the devices's intermittent performance issues.
